HUD funds New Homes in Native Communities through NAHASDA and Section 184 Loans

For over 40 years, the Southwest Indian Foundation (SWIF) has been providing assistance to the “poorest of the poor” in desert southwest reservation areas (SWIF, 2021). One of SWIF’s programs includes new housing, which is funded through U.S. Housing and Urban Development (HUD)’s Native American Housing and Self-Determination Act (NAHASDA) program. HUD’s Environmental Regulations typically require Categorical Exclusions (or CATEXs) for new, single homes and Environmental Assessments (or EAs) are required for larger housing plans, such as subdivisions or other similar projects. ETD has been providing expert environmental consulting services to SWIF since 2012, having completed 45 CATEXs for the neediest of the needy.

SWIF isn’t ETD’s only client that uses HUD funding. We prepared CATEXs for over 30 individuals seeking HUD Section 184 Home Loans on the Navajo Nation since 2009. The Section 184 Indian Home Loan Guarantee Program is a home mortgage product specifically designed for American Indian and Alaska Native families, Alaska villages, tribes, or tribally designated housing entities (HUD 2021). Established in 1992, this program helps facilitate home ownership and increases access to capital in Native American Communities. 

Aside from single new home projects, ETD has prepared Environmental Assessments for larger projects, such as the Karigan Estates in St. Michaels, AZ; the George Webb subdivision in the Gila River Indian Community; the Bluestone project in Houck, AZ; a Long-Term care facility in Tuba City, AZ; and five Navajo Housing Authority subdivisions across the Navajo Nation.
