Access to affordable, safe housing is a critical need for the San Carlos Apache Tribe. With over 17,300 enrolled members and a high poverty rate, the demand for housing far exceeds the available supply. The San Carlos Apache Housing Authority (SCHA), HUD’s tribal-designated housing entity, is committed to bridging this gap by developing quality homes for low-income families. ETD, Inc. proudly supported this mission by preparing Environmental Assessments (EAs) for three new housing projects on the reservation.

Addressing the Housing Crisis

The San Carlos Apache Reservation has the second-highest poverty rate among U.S. reservations. With limited affordable housing options, many families face uncertainty. A waiting list of 158 low-income families highlights the urgency of SCHA’s work. By adding 25 new homes across three subdivisions, these projects aim to improve the lives of tribal members.

Environmental Compliance for Transformative Housing Projects

ETD, Inc. developed EAs to ensure these housing developments meet federal environmental standards while advancing critical infrastructure.
