The $250 million Echo Cliffs Health Care Facility will significantly improve healthcare access for the Bodaway-Gap Chapter and nearby communities. ETD, Inc., a Navajo-owned environmental consulting firm, supported this essential project by preparing an Environmental Assessment (EA) and a Supplemental EA. These assessments ensured environmental compliance and advanced critical infrastructure for the facility.

A Facility That Meets Critical Needs for Remote Communities

The facility spans 100 acres along Navajo Route 20 (N-20). It will include a 125,000-square-foot health care center, 92 staff housing units, parking areas, a helipad, and utility connections. Located 0.5 miles north of Tsinaabaas Habitiin Elementary School and two miles from the Bodaway-Gap Chapter House, it will bring essential services closer to underserved areas.

The health care center will feature a drive-through pharmacy, a cafeteria, a café, and a walking trail around the site. Additionally, it will include an outdoor physical therapy terrain garden to support patients’ rehabilitation needs.

Residents currently drive over 30 miles to Tuba City or nearly 40 miles to LeChee for inpatient and ambulatory care. This facility will dramatically reduce travel time and expand healthcare access for Coppermine, Bodaway/Gap, and the San Juan Southern Paiute community.

Key Infrastructure and Environmental Considerations

The project places the health care center and housing on the east side of N-20, with a sewer lagoon on the west. A 1,565-foot sewer line will connect these areas by crossing under N-20 through a 30-foot-wide easement. Construction will involve vegetation clearing, grading, and utility installations, including water and power lines.

ETD, Inc. also managed the Supplemental EA for the sewer line’s service agreement and encroachment permit. These assessments ensured the project minimized environmental impact while addressing infrastructure needs.

The project broke ground in early 2024 and is expected to be completed by February 2026. It is targeting USGBC LEED Gold certification for New Construction.

Economic and Community Benefits

The health care facility is projected to deliver a $1 billion economic boost to the Western Navajo Agency. With 92 living units for staff, it will also provide much-needed housing for healthcare professionals. These developments promise to improve the local economy and encourage community growth.
