The Coconino County Joint Land Use Study (JLUS) is a collaborative effort between Coconino County, the City of Flagstaff, and Camp Navajo Military Depot. This essential project aims to create a policy framework that fosters a thriving economy, vibrant community, and sustainable environment while protecting the military mission at Camp Navajo. By developing a comprehensive strategic plan, the JLUS ensures ongoing compatibility between Camp Navajo and its neighboring communities, including Bellemont, Flagstaff, and Williams, as new developments emerge.

Objectives of the Joint Land Use Study

The JLUS focuses on several key objectives:

  1. Support Economic Growth: The study promotes sustainable economic development that benefits local residents and businesses while safeguarding military operations.
  2. Environmental Protection: By emphasizing responsible land use practices, the JLUS helps protect the natural resources and landscapes that are vital to the community and the military’s operations.
  3. Community Engagement: The project encourages active participation from community members, ensuring their voices are heard in planning discussions.

Military Installations Involved

This JLUS centers around critical military installations, including the Army National Guard Camp Navajo and the Naval Observatory Flagstaff Station (NOFS). Camp Navajo has served since 1942, initially for ammunition and equipment storage during World War II. Today, it primarily focuses on munitions storage and military training, utilizing its unique high-altitude environment. NOFS, established in 1955, is one of the U.S. Naval Observatory sites that depend on the region’s dark skies for their astronomical missions.

Collaborative Efforts and Community Input

The JLUS benefits from the guidance of two dedicated committees: the Policy Committee and the Technical Committee. These groups include representatives from military and local government entities, ensuring a well-rounded approach to planning. Community members actively participate throughout the study, providing valuable insights into local needs and concerns.
