Surrounded by these vibrant communities, we recognized the unique challenges they faced in navigating tribal land development.We were founded on the belief that every tribal community deserves a bright future—one shaped by adequate housing, public facilities, infrastructure, and economic development that exist in harmony with the natural environment.
Our journey began in 1995 as Environmental Technology Development (ETD), a beacon of hope for project developers on tribal lands. Initially focusing on environmental compliance, over the years we’ve evolved to meet the growing needs of tribal communities. Today, we provide complementary services including project management, public relations, natural resource planning, and strategic planning, and stand as an award-winning professional services firm.

Eunice Tso - Founder, NEPA Specialist, and Sr. Project Manager








For over 25 years, Eunice has been a powerhouse environmental planning consultant for Indian Country. As an award-winning business owner and entrepreneur, she has navigated federal and tribal environmental regulations, shaping infrastructure and land use plans across the Southwest. Her passion for the landscapes of Navajo Nation was nurtured during her childhood in LeChee, Arizona. After earning her Master’s Degree in Geology from Northern Arizona University, Eunice launched ETD, Inc. with one goal: to brighten the future for native communities.
Kyle Dotson
Construction Manager
Kyle Dotson brings 25 years of experience in Indian Country to his role as Construction Manager at ETD. A certified Project Management Professional (PMP), he has overseen utility development, commercial establishments, and government facilities. His expertise spans designing, constructing, and inspecting building projects and providing oversight and staff for various facilities. Kyle is dedicated to delivering outstanding project management services across engineering, construction, facilities, and business development industries.
Adrian Dotson
Business DeveloperAdrian Dotson has over a decade of experience in public relations and strategic planning for organizations serving Indigenous communities. He holds a BS in American Indian Studies from Arizona State University. He has participated in engagement campaigns for the Navajo Nation Water Rights Commission, Navajo Housing Authority, Division of Economic Development, and Tourism Department.
Kyle Myers
Communications Coordinator
Kyle Myers is passionate about the environment and media production. Prior to joining ETD, Kyle held multiple roles at a national broadcast company, including Chief of Photography, Technical Director, and Journalist, honing his ability to capture compelling visuals and craft engaging narratives. He holds dual degrees from Edinboro University in Broadcast Production Journalism and Environmental Studies Geography. His experience and education enable him to translate complex environmental issues into accessible content. Outside of work, Kyle enjoys hiking, photography, watching Steve Irwin, and performing with his band, Glasswing.
Jonel Yazzie
Natural Resource SpecialistJonel Yazzie is a dedicated and driven natural resource enthusiast specializing in GIS mapping, data collection and analysis, and project management. Jonel brings experience in conducting vegetation surveys, plant identification, and ecological data collection in Arizona and New Mexico. Prior to joining ETD, she worked for Northern Arizona RaMP analyzing the impact of drought on pinyon pine across the Navajo Nation. She also worked at the Franklin H. Pitkin Forest Nursery and is a certified Wildland Firefighter Type 2. Jonel also worked as a Community Connector for the John Hopkins University for American Indian Health. Jonel is actively pursuing a Master of Forestry in Forest and Natural Resource Management at Northern Arizona University. Outside of work, Jonel enjoys hiking and playing basketball.
Ace Overmann
Anthropologist & Public Relations Officer
Ace Overmann takes great interest in history and maps and is particularly enthusiastic about local government. He currently serves on the Coconino Hispanic Advisory Council and Flagstaff Heritage Preservation Commission. Prior to joining ETD, Ace served as an archaeological lab assistant at the University of Kansas and Northern Arizona University, as well as a policy analyst for the Coconino County Treasurer’s Office. In these roles, he strengthened his skills in GIS, data analysis, artifact identification, and interpretation of legal and policy decisions. His experience and education enable him to analyze the cumulative impacts development and decision-making can have on cultural & natural resources as well as local communities. Outside of work, Ace enjoys making maps, watching anime, going to concerts, hiking in national parks, and spending time with his wife, Crystal, and his two sons, Cassian and Nico.
